The Union of Cyprus Communities (CUC) was established in 1990. The CUC has as Members the 9-member Council of the above District Unions of Communities, the District Community Union of Kerynia and the 2-member Committee of the District Union of Famagusta due to the small number of the Communities the latter represents (5) as a result of the Turkish invasion and the occupation of its remaining 60 Communities. There are 349 Community Councils in the regions controlled by the Republic, covering approximately the 40% of the population and the 90% of the island’s territory. The CUC represents its members in all the governmental and private sector activities and actions. Moreover, another competence of the CUC is the participation in International Organizations of Local Self-Government and its presentation in Local and International Conferences. The CUC is represented in the Committee of Regions (CdR) of the European Union and in the Congress of the Council of Local and Regional Authorities of Europe (CLRAE).
Common Benefit Enterprise of Services of Neapolis‐Sykies (KEYNS) responsibilities include policy design, management and implementation of the activities of Municipality of Neapolis‐Sykes, under the fields of social protection and welfare, education, culture, sports and environment. Through the Common Benefit Enterprise for Services of Neapoli-Sykies major interventions are being implemented in social policy, in the promotion of employment, the support to vulnerable groups and working parents, in culture, sports and in the cooperation in the implementation of European co-funded programmes. Additionally, KEYNS is implementing a variety of programmes that are related to the general development of the Municipality of Neapoli-Sykies. The social structures that are under the responsibility of KEYNS are: “Help at Home” structures for the daily assistance of the elder, the disabled, etc., (9), Daily Care centers for the elderly (3), Nursery Schools /Early childhood Centres (12), Childcare Creative Support Centres (12), Creative Support Centres for Children with disabilities (2), Greek Language School for Immigrants (1). Within its statutory framework of operation KEYNS works towards capacity development and innovation in social service delivery.
KEYNS operation since 2012 has coincided with the beginning of the social crisis as an outcome of the financial crisis in Greece. This fact equipped KEYNS with the necessary reflexes to support through its social structures the local community and especially those in danger of social isolation. Additionally, it has the capacity to activate local resources and contributes to the social and cultural development of local communities. KEYNS implements a series of pilot local actions in a more flexible and effective manner being supervised by the Municipality. KEYNS has gained significant experience and expertise in social welfare programmes and services delivery by maintaining and constantly enhancing communication with the local communities and receiving feedback for the needs of socially vulnerable groups.
Following this approach, KEYNS can present innovative social and welfare delivery programmes for the benefit of local community and in particular for the youth. Its activities and operations emphasize on the quality of life and social protection of the most sensitive issues of social care of the children, the youth and the elderly.
